FOUNDER & ATTORNEY AT LAW Morgan Levy, Esq. (she/her)

Morgan is a passionate advocate for educational institutions and individuals. As the granddaughter of a public school superintendent and daughter of K-12 special education teachers and union leaders it should be no surprise that her passion for law led to a practice in education and employment law matters. After nearly two decades of working in higher education addressing student and employee misconduct she started J. Morgan Levy Consulting, LLC in 2020 and J. Morgan Levy Firm, PLLC in 2022.

Morgan Levy, Esq. was admitted to the New York State bar on March 29, 2006 and is qualified to practice in all courts in New York, as well as the United States District Court of the Western District of New York.

She is an expert in best practices for preventing and responding to allegations of harassment and discrimination with extensive experience in Title IX, Title VII, ADA, Rehabilitation Act and New York Human Rights Law, as well as equal opportunity and Office of Federal Contract Compliance Programs and New York State Education Law.

An alumna of Muhlenberg College and SUNY Buffalo School of Law, Morgan began her career at New York University and Columbia University, until her longing for less sidewalks and more lawn brought her to Rochester, NY. Morgan lives in Rochester with her middle school teacher husband, their four boys and two dogs.

Chloe Bowerman brings a vibrant and compassionate approach to her role as an Of Counsel Attorney at the J. Morgan Levy Firm, PLLC. A seasoned attorney with a profound dedication to civil rights and social justice, Chloe is a welcome addition to our team.

Chloe earned her Juris Doctor, Magna Cum Laude, from New England Law | Boston, and holds a dual Bachelor's degree in Legal Studies and Political Science from the University at Buffalo. Her academic journey reflects a deep-seated commitment to understanding and navigating the complexities of the law.

Before joining our firm, Chloe excelled as a Senior Immigration Attorney at Moaddel Law Firm A.P.C. in Los Angeles, CA, where she adeptly handled a broad spectrum of immigration cases. Her tenure at Prisoners’ Legal Services of New York as an Immigration Staff Attorney further honed her skills in providing legal assistance to underserved communities.her new role, Chloe will use her litigation experience to further our firm's mission of "Making the world more just through authentic, empathetic, and relentless advocacy for our clients." Her ability to foster meaningful client relationships makes her an invaluable asset to our team.

LEGAL ASSISTANT Forrest Burnham (he/him)

Forrest graduated from the University of Rochester with a bachelor’s in history and a minor in philosophy. There, he developed a deep interest in research, logic, ethics, and justice.

He explored this passion further as the co-founding Vice President of the University of Rochester Pre-Law Society, creating a campus community of university pre-law students for the first time.

Forrest cares about everything he does and is proud to bring his enthusiasm for the legal field and passion for helping others to J. Morgan Levy’s pursuit of social justice and equity.

In his free time, Forrest enjoys composing and producing music, reading, playing chess, and snowboarding in the small Vermont town where he grew up.

Jessica Ecock Rotondo, PhD (she/her)

Jessica is a proud two-time alumna from Alfred University and serves on the Board of Trustees for her local library. Originally from New York City, Jessica has immersed herself into upstate living and frequently entertains with her wife and friends with attempts at engaging with nature. When she’s not working, you can find Jessica traveling, practicing a new language, and listening to music.

Before joining the firm, Dr. Ecock Rotondo spent her career in higher education, working to improve educational communities and their systems for accountability.

Primarily focused on student conduct and conflict resolution, she held positions at she held positions at Ithaca College, the University of Rochester, and most recently, Rochester Institute of Technology.

Jessica has expertise in Title IX adjudication in higher education settings, trauma-informed care, and developing operational practices within systems. She has a PhD in Human Development from the University of Rochester and is passionate about gender dynamics, human motivation, and equity. She loves the J. Morgan Levy Firm’s commitment to advocating for fairness and equity within our communities. Clients working with Jessica can expect her to can expect her to bring care, compassion, and a critical eye for detail as they work together.

Laura has extensive education, professional, leadership and project management experience. Her 25+ years as an advisor, coach and advocate for an incredibly diverse group of individuals in higher education communities, makes her an excellent addition to the Firm. You can expect a caring, empathetic and goal-oriented relationship when working with Laura. 

Laura earned a bachelor’s degree in Anthropology from SUNY Oswego, Master’s degrees in both Higher Education Administration and School Counseling from the University of Rochester and is the founder of Mindful Matters, a Rochester-based company offering counseling, coaching, education and consulting.

In her free time, you can find Laura spending time with her husband and son and their three cats. She loves traveling, reading and cooking and, most of all, she loves the ocean!

OFFICE MANAGER Jean Weber (she/her)

Jean’s role as Office Manager of the Firm is multifaceted, from billing and payroll to scheduling client meetings and assisting with cases. She has spent her entire professional career managing businesses and people.

She has utilized her Communication and Business degrees from St. John’s University in Queens, New York, to focus on identifying specific needs to help our clients and shares the firm’s passion for justice and equity as well as the determination to work toward a successful outcome for every client.

Jean is an avid runner who enjoys exercise and learning new ways to live a healthy lifestyle. She and her husband spend much of their time enjoying outdoor activities year-round. Originally from New York City, Jean spends much of her free time traveling all over the country to visit her grown children and extended family.
